Ocean Fishing is now a constant consideration. GP use is far more flexible than in ShB so there\u2019s many variables to consider.
With high-end ocean fishing in mind, the maximum of 1018 (963 before food) is relevant. This being, attempting 40k+ and minmaxing seriously.
For these hypothetical-but-not reliable skill uses among others:

The first two combinations are viable for more standard use as well, which creates a problem with making a universal gearset.
With the stat distribution of i620 gear, it is difficult to reach 1018 without being at a disadvantage for fishing in some other way.
A potential, future glioaether fish keeps perception relevant at the moment.<\/p>

I believe this<\/a> (3351\/3568\/963) is usable.
\u2013 It should be fine for foodless legendaries. 3400 is possible but unlikely with how breakpoints have been trending.
\u2013 It near-certainly won\u2019t be able to catch a 6.4+ large-size high-tier collectable (Mayashell, Phyllinos analog) unless it\u2019s a straight catch.
However, it will still be able to catch that type of fish so for an individual interested in ocean fishing and log completion this set works.
Though, it is not impossible that a high-tier collectable is going to be involved in the relic so this is probably not suitable to recommend to most, unless flex pieces are involved.

The best stat to lose is GP as multiple pieces of i620 gear lose a substantial amount of gathering\/perception for 1-2 GP.
\u2013 1012 GP (957 before food) is likely the most advisable GP option for general use. It allows TH-IC-PC-TH and TH TH TH DH as fast as possible in addition to the first two combinations above at second-fastest speed.
\u2013 1016 has some very niche use over 1012, not worth prioritising if not severely minmaxing.
\u2013 1010 is viable in allowing the first two combinations above at second-fastest speed, though the two other combinations 1012 allows are more important for general use, and this would make those two take another tick (~3s) to accomplish.<\/p>

This<\/a> (3351\/2653\/957) is likely going to be a rather decent all-purpose FSH set.
Highest gathering possible: 3487
Highest perception possible: 2759
Highest GP possible: 1012

\u2013 The stat most likely to be a problem is perception. However, unlike the first set it is rather easy to remove GP and replace it with perception as the reasonable deficit is small. Food can possibly be sufficient as well.
Since it\u2019s not guaranteed that we will get a new high-tier collectable, and if we do it\u2019s not guaranteed that we will need the perception (only do if it\u2019s a Mooch), perception is the best stat to have to flex to.
\u2013 The gathering is identical to above and should be fine. Can easily be met with cheap food or flexed to as well.
\u2013 GP allows you to do as detailed above.
\u2013 This set also shares gloves, pants, shoes and rings with the Balance\/TC recommended set if making flex pieces for FSH. You could also make the Balance\u2019s recommended chest and only lose gathering (to 3317) which is more likely to require you to eat food for legendaries, but it would be cheap.<\/p>
