North Isle of Endless Summer & Fish Eyes

Since the 5.4 patch notes regarding Fish Eyes mention in both EN and JP:
* This action has no effect on ... any fish introduced from Stormblood onward.
Castaway Chocobo Chick is in an ARR zone but it and its hole was introduced in Stormblood so is possibly excluded. It is the only fish added to a ARR or HW zone post 2.x or 3.x that has a time requirement so was wondering on whether it is invalid or not.

Caught using Fish Eyes with a Cast at 3:xx ET (window is 9-16).

Since the hole is lv50, Little Perykos is lv50/ilv80 and the Chocobo Chick is lv50/ilv1 I wasn’t entirely sold on it being invalid but was wondering.
Based on the wording if they could implement, I would expect it, but with how other things function, not so much.
